Pipeline 3 Relining Lake Murray to Sweetwater Reservoir, Specification 622

Scope of Work: In general, the work to be completed under this Contract consists of relining approximately 23,000 feet of an existing untreated 69-inch and 66-inch diameter prestressed concrete cylinder pipe; relining approximately 120 feet of previously relined 65-inch diameter prestressed concrete cylinder pipe; fabricating, setting, and welding 66-inch, 63-inch, and 62-inch outside diameter welded steel liner sections through 17 access portals; grouting annular space behind installed liner sections; field applying cement mortar lining to interior of installed steel pipe; installing 17 portals to access the existing 69-inch and 66-inch pipe; installing, maintaining and removing environmental fencing and flagging; installing and maintaining storm water pollution prevention measures; clearing and grubbing; dewatering; providing traffic control; excavating and backfilling; providing excavation support systems; installing, maintaining, and removing temporary sound walls and fencing; cutting, demolishing, and disposing of prestressed concrete cylinder pipe; installing cathodic protection system; placing reinforcing steel and encasing welded steel pipe in concrete; removing and disposing of existing acoustic fiber optic system components; restoring final site including placement of soil amendments and hydroseeding; restoring surface improvements including asphalt paving, base,
sidewalks, and curb and gutters; demolishing; cutting; abating lead paint; removing electrical cabinets, cabling, and conduit; demolishing concrete; removing steel pipe; removing valves; demolishing flow control facilities and buildings; installing bulk heads at San Diego 4, San Diego 13 and Helix 3 Flow Control Facilities; disposing of all removed equipment and materials; disinfection of new and existing member agency distribution pipes; providing record
documents; and completing other appurtenant work as required by the Contract Documents.  Construction Cost Estimate: $31,000,000 - $36,000,000, Class A License Required. 

Prebid Meeting and Site Visits: As identified in the "Bidder's Plan for Construction," prospective bidders are encouraged to attend a prebid meeting and site visit for the proposed project. The prebid meeting and site visit are not mandatory, but bidders are encouraged to attend. The Prebid meeting will be conducted by the Water Authority on May 16, 2017 at 8:00 a.m. in the Library Conference Room of the Water Authority located at 4677 Overland
Avenue, San Diego, California 92123-1233. The purpose of the Prebid meeting is to provide a description of the work requirements; describe the bid process and administrative procedures such as the Small Contractors Outreach and Opportunities Program, and insurance requirements; and to receive and answer bidder questions. The Water Authority will conduct a site visit on May 16, 2017 immediately following the Prebid Meeting. Some sites may require moderate physical activity as attendees may need to walk on steep hills or uneven terrain. Prospective bidders are required to provide their own transportation and wear closed-toe shoes and long pants during the site visit. The Water Authority will conduct a second site visit on May 24, 2017 at 9:00 a.m. with attendees arriving in the Lobby Conference Room of the Water Authority located at 4677 Overland Avenue, San Diego, California 92123-1233 for sign-in. The second site visit will be cancelled if no attendees arrive by 9:15 a.m. The purpose of the second site visit is for an additional viewing of limited access and restricted areas, including the four flow control facilities and portals 12, 13, 14, 15, 17 and 18. Bidders may independently visit all other locations as there are no access restrictions. Questions will not be answered at the second site visit. Beginning on May 12, 2017, hard copies of Contract Documents may be viewed and purchased at the offices of the Water Authority, 4677 Overland Avenue, San Diego, California 92123 between the hours of 7:30 a.m. and 5:00 p.m. Water Authority offices will be closed on May 19, May 29, and June 2.
