RFQ&P 367D Professional Audio-Visual Design and Integration/Implementation Services

NOTICE IS HEREBY GIVEN that the South Orange County Community College District (SOCCCD), of Orange County, California, acting by and through its Governing Board, hereinafter referred to as "DISTRICT," will receive up to, but not later than, the above-stated time, responses to the Request for Qualifications and Proposals for the above Project.

Saddleback College and Irvine Valley College desire to upgrade and refresh the entire audio-visual systems for classrooms, theaters, lecture halls, and conference rooms. There are approximately 330 such spaces within most buildings across both campuses where the current audio-visual equipment is inadequate and/or obsolete to provide a technologically conducive learning environment for students. SOCCCD reserves the right to award one or more contracts for the professional Audio-Visual Integration/Installation Services contemplated by this RFQ&P. Award of a contract shall not commit SOCCCD to authorize the performance of any work or issue any Task Order as further described in the RFQ&P.  However, all work performed, and any compensation then due, pursuant to any contract awarded as a result of the RFQ&P will be by issuance of a written Task Order only. With the RFQ&P SOCCCD anticipates awarding one or more such contracts and simultaneously issuing Task Order No. 1 immediately following award of contract(s), which will encompass Phase 1 work, which includes design, project management, integration, calibration and implementation as well as ongoing warranty services and other related services of AV systems in forty (40) rooms at Saddleback College and nine (9) rooms at Irvine Valley College.  Award of a contract shall not commit SOCCCD to authorize the performance of any work or issue any Task Order as described in the RFQ&P.

There will be a two (2) consecutive day mandatory job walk and pre-proposal meeting to visit all Task Order No. 1 locations from 9:00 AM to 5:00 PM each day as follows:

Thursday, May 2, 2019 - 9:00 AM to 5:00 PM starting at Room 112 in the BST building at Irvine Valley College

Friday, May 3, 2019 - 9:00 AM to 5:00PM starting in the lobby of the Health Sciences building at Saddleback College.

Any proposer that does not attend the entire conference and/or does not arrive on-time shall be deemed non-responsive. Prospective proposers MAY NOT re-visit the Project Site without making arrangements through the District’s Project Manager.

Certain portions of the services contemplated by the RFQ&P depending on the project will constitute public works under California law.  Accordingly, all proposers must have a valid class C7 and/or C10 Contractor’s License, or else provide adequate documentation with their response demonstrating licensed staff/employees capable of completing the required public works components.

As described further in the RFQ&P and form agreement for services, prospective proposers shall also be required to comply with all applicable requirements of the Labor Code, including, but not limited to the payment of prevailing wages as applicable.  In addition, pursuant to Labor Code sections 1725.5 and 1771.1, all proposers and all potential subcontractors must be properly registered with the Department of Industrial Relations to perform public work.

Any and all questions must be sent via email to purchasing-dept@socccd.edu. Contractors shall reference RFQ&P 367D: Professional Audio-Visual Design, Integration/Implementation Services in the email subject line. The final day for questions shall be May 7, 2019, no later than 5:00 PM.

SOCCCD reserves the right to reject any or all submittals or to waive any irregularities or informalities in any proposals.

No proposer may withdraw any proposal for a period of one hundred eighty (180) calendar days after the submission deadline.
